July and September, 1919 in Romford District, Essex, England. He died 19 December 1920 in Christchurch, Hampshire, England. Maude Adelaide MEAD was born 08 July 1878 in West Ham, Essex, England. She died 08 July 1950 in Barnett, Hertfordshire, England.

LOCAL GOVERNMENT IN EAST LONDON
BOW VESTRY
ELECTION OF .JUNIOR CLERK. The overseers reported having seen 21 out of the 24 applications for the appointment of junior clerk, and recommended that a final selection be made from the following:—Matthew E. Ames, 35, St. Leonard's-road ; Henry Berris, 30, Raverley-street ; Francis Knibbs, 103, Trederar-road ; D. H. Logan, 3, Addington-road; B. M. Rogers. 101. Brunswick-road; Henry Swettenham, 37, Eglington-road. Some discussion ensued as to the reason the name of Mr. Logan was enclosed seeing he wait outside the age limit fixed by the Board. The CHAIRMAN explained that the overseers thought it would have been manifestly unfair to have excluded the name of this young man seeing that he had performed the duty of assistant to his father for some years, and had received no salary. It was decided to take the vote by the exhaustive ballot and this having been done, the final vote resulted as follows—Knibbss, 34 ; Logan, 32. The former was declared elected and the Vestry after the transaction of some formal business adjourned.


Note: The parish vestry committee was in effect what would today usually be called a parochial church council, but was also responsible for secular parish business, which is now the responsibility of a parish council, and other activities

From the Tower Hamlets Independent and East End Local Advertiser, 06 February 1909:
POPLAR BOROUGH COUNCIL
INCREASES OF SALARY. The Finance Committee report having considered the reference back of their recommendation with regard to proposed increase of salary to officers in the accountant's department. They are of opinion the position of certain of the officers in question should now receive favourable consideration by the Council.
Mr. F. Knibbs, chief assistant (finance). wad appointed assistant clerk to Bow Vestry in March 1898, vestry clerk in 1900. and took up his present position on 1st April, 1901, at the salary of £175 per annum, which he is now receiving.

This Francis Knibbs travelled to America in 1912. The Ellis Island records show that Francis KNIBBS, aged 37 years and 5 months arrived at Ellis Island, New York on 15 August 1912. He sailed on a ship named Olympic from Southampton. The Ship's Manifest identifies that he was a "Non Immigrant Alien" there for the purpose of "Touring and Looking". He was 5'9" tall, 37 years 5 months old, unmarried, with very fair complexion, fair hair and grey eyes. It says that he was born in London, with the name and address of his nearest relative given as Mrs Knibbs of 103 Tredegar Rd, Bow, London (his mother Amelia).

We know from the 1881 census that this Francis was born in 1875 so the dates would appear to match.

FRANCIS KNIBBS Deceased.
Notice is hereby given that all creditors and others having any claims against the estate of Francis Knibbs, late of 35, Hampton Road, Forest Gate, in the county of Essex, Borough Accountant to the Poplar Borough Council, deceased (who died on the 19th day of December, 1920, and administration of whose estate was granted to Maude Adelaide Knibbs (Widow), of 35, Hampton Road, Forest Gate aforesaid on the 256th day of May, 1921 by the Principal Probate Registry of the High Court of Justice are hereby required to send in such claims to the said Maude Adelaide Knibbs, or to the undersigned Jutsum and Jones, of Mansion House Chambers, 11 Queen Victoria Street, in the city of London, her solicitors, on or before the 31st day of July, 1921, after which date the said Maude Adelaide Knibbs will proceed to distribute the assets of the said Francis Knibbs, deceased, amongst the parties entitled thereto, having regard only to the claims on which she shall then have notice; and that she will not be liable for the assets of the said Francis Knibbs, deceased, or any part thereof, so distributed, to any person of whose claim she shall no then have had notice. - Dated this 3rd day of June, 1921.

Probate Records show that his normal address was 35 Hampton Road, Forest Gate, Essex, but that he died on at 29 Spencer Road, Bournemouth, Hampshire.
