I'm guessing that the following newspaper article relates to this Harry Knibbs. He was living in Coombe at the time and quite possibly starting his barrier business, and therefore the owner of a horse or horses.

From the Oxfordshire Weekly News - 29 July 1903:
Woodstock South Wootton Petty sessions.
Before A. W. Hall, Esq, Hon. E. Ponsonby, F. H. Barnett , Esq., Captain Gaskell, E. Hiorns and J. Banbury, Esqs.
Thomas Hall was summoned for allowing his horse to stray, at Yarnton, on the 20th June.— P.C. Bradbury proved the case, and defendant was fined 5s., inclusive.—Frederick Hunt and Harry Knibbs were respectively summoned for similar offences at Combe, on July 2nd.—P.C. Hitchcock proved the cases, and the defendants are each fined 5s.

From the Oxfordshire Weekly News - 21 June 1916:
COOMBE CARRIER. Harry Knibbs (35), the Cock Inn. Coombe, carrier and small-holder, appealed against the decision of the Woodstock Tribunal. He stated that he was married with two children, and his wife was expecting an addition in a month. He had 12 acres of land. arable. He was also a slaughterman. The Tribunal refused him exemption, as they did not consider he was indispensable. Mr. A. H. Franklin appeared for appellant. who said he was the only carrier for Coombe and the two Hanboroughs, so far as he knew. The appeal was allowed for domestic and financial reasons, and three months' conditional exemption was granted, with leave to apply again.
